The Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing neonatal, child and maternal mortality in Rwanda. The Ingobyi Activity builds upon the tremendous gains Rwanda has made in the health sector as well as previous USAID investments in the health sector to provide a healthier, more productive future for all Rwandans. Ingobyi improves the availability, quality and utilization of RMNCH and malaria services with resilience and sustainability. The Activity partners with the Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives and data.

 

 

Summary of the role

 

 

IntraHealth would like to hire four (4) Community Health Specialists to be based in various locations (Kigali, Rwamagana, Nyanza and Rubavu), who will provide technical and program support in planning and implementation of community health services including Integrated Community Case Management (iCCM), Community Based Provision of Family Planning (CBP-FP), Community Based Maternal and Neonatal Health (CBMNH), and Community based nutrition (CB-N)  for the USAID-funded Ingobyi Activity. Each
community health specialist will be responsible for about 3 districts where s/he will coordinate all community health activities. The position will report directly to the Zonal Coordinator.

 

 

Responsibilities include but not limited to:

Planning and integration of maternal newborn and malaria support

  • Work closely with the technical team – particularly the Malaria, Maternal and FP, Newborn and Child health specialists, as well as the Zonal Coordinator, to plan, implement and scale-up strategies for high impact interventions at the community level.
  • Monitor the implementation of Ingobyi’s workplan related to community level interventions such as ICCM, maternal and newborn health activities and ensure that all activities are executed according to plan and in an integrated manner.
  • Work collaboratively with other Ingobyi Activity team members and MOH/RBC to ensure good coordination and efficient programming and management of community health interventions.

Implementation and Operations

  • Lead iCCM, HBM, CBP, CBMNH, and CBN related interventions in the assigned zone, including the adaptation of best practices and evidence-based approaches into the local context.
  • Plan implementation of activities in close collaboration with the respective zone-based technical specialists and RBC/MCCH counterparts.
  • Support development of community health technical documents
  • Conduct trainings on community health packages.
  • Contribute to the roll out of e-learning for community health workers
  • Conduct supportive supervision for CHW supervisors to ensure effective implementation community health activities and ensure support is provided based on needs.
  • Support mentorship and supportive supervision for iCCM, HBM, CBPFP, CBMNH, and CBN activities and ensure that CHWs have updated learning tools, job aids and reporting tools.
  • Assist finance staff to prepare financial forms to advance/reimburse funds for on-going activities.
  • Prepare and avail job-aids and training materials in coordination with Ingobyi and MOH/RBC technical teams and ensure that materials and supplies reach targeted sites in a timely manner.
  • Prepare and submit reports on community health interventions in a timely manner.
  • Assist with organization of technical meetings, trainings, field visits, events and other activities.
  • Assist with other programmatic and administrative duties as required.
  • Prepare and submit reports to the supervisor in a timely manner;

Learning, documentation and sharing of lessons learned

  • Contribute/coordinate with Ingobyi Activity’s MEL team to ensure that the project meets deliverables in accordance with the MEL framework.
  • Collaborate with the MEL team, and other project personnel, to support ongoing monitoring, evaluation and learning.
  • Ensure that iCCM, HBM, CBP-FP, CBMNH, and CB-N related activities are properly documented, and that program data are systematically collected, analyzed, submitted and properly archived as well as shared across the project to inform learning.
  • Share experiences related to community based maternal, newborn, family planning and malaria activities to inform the design of Ingobyi Activity’s subsequent workplans.

Requirements

  • Bachelor’s degree in general nursing, public health, or other related fields. Candidates with master’s degree in public health will be preferred.
  • Valid license issued by Rwanda National Council of Nurses and Midwives; Rwanda Allied Health Professions Council, or Rwanda Medical and Dental Council.
  • At least five (5) years of professional experience working in maternal, newborn, family planning and malaria programs at the community level.
  • Fluency in English, French and Kinyarwanda.
  • Ability to work with minimal supervision.
  • Experience in capacity building skills, including training and mentoring skills
  • Excellent written and verbal communication skills, including report-writing and formal communication skills.
  • Excellent computer skills, including proficiency in MS Office programs including MS Excel, MS Word and MS PowerPoint
  • Solid skills in documentation and report writing
  • Ability to travel nationally frequently

SUMMARY OF ROLE

 

IntraHealth would like to hire Family Planning and Adolescent, Sexual, and Reproductive Health (FP/ASRH) Specialists to be based in several locations (Kigali; Rwamagana, Nyanza and Rubavu) who will provide technical and program support for the USAID-funded Ingobyi Activity. This position will provide technical assistance to support informed choice for a full range of family planning methods and services, including FP counselling and methods, youth friendly services including ASRH services, to improve health outcomes. The FP/ASRH specialists will be responsible for at least 3 districts to coordinate all FP/ASRH activities in those districts. He/She will participate in the design, implementation, monitoring and evaluation of FP/ASRH activities to contribute to achievement of project deliverables. The FP/ASRH Specialist will report directly to the zonal coordinator.

 

 

 

Responsibilities include:

 

Planning and integration of FP/ASRH

  • Work closely with the Ingobyi technical team to plan, implement and scale-up strategies for high impact interventions related to FP/ASRH at facility level.
  • Monitor progress of implementation of workplan activities related to FP/ASRH and ensure that activities are executed according to plan and any issues are discussed with supervisor in a timely manner.
  • Work collaboratively with other Ingobyi Activity team members and MOH/RBC to ensure good coordination and efficient programming and management.

Operation and Implementation

  • Support development of technical documents/materials, conduct training of trainers/mentors, training of health care providers using the LDHF approach and On the Job Training approach and mentorship
  • Conduct supportive supervision and mentorship for district-based mentors and health care providers for FP/ASRH activities.
  • Liaise with health facility leaders to ensure that youth-friendly services are provided in supported health facilities.
  • Work with other Ingobyi staff to ensure delivery of high-quality FP services focusing on comprehensive counseling and voluntary method choice.
  • Assist finance staff to prepare financial forms to advance/reimburse funds for on-going activities; and assist finance staff to review process and reconcile payment documentation from trainers, program and management staff.
  • Prepare and/or procure job-aids and training materials in coordination with the Zonal Coordinator, Senior Maternal and FP Specialist, and the FR/ASRH advisor and ensure that materials and supplies reach targeted sites in a timely manner.
  • Prepare and submit reports on FP/ASRH activities in timely manner.
  • Assist with organization of technical meetings, trainings, field visits, events and other activities.
  • Assist with other programmatic and administrative duties as required.

 

Learning and documentation

 

  • Contribute/coordinate with Ingobyi Activity’s M&E efforts to ensure that the project meets FP/ASRH deliverables in accordance with the M&E framework.
  • Ensure that activities related to FP/ASRH are properly documented and that program data are systematically collected, analyzed, submitted and properly archived as well as shared across the project to inform Ingobyi’s technical reports and to feed into Ingobyi’s learning activities.
  • Share experience related to FP/ASRH activities to inform the design of Ingobyi’s subsequent workplans.

 

Requirements

 

  • A Bachelor’s degree in medicine or nursing, with a master’s degree in public health or other clinical disciplines.
  • Valid license issued by Rwanda National Council of Nurses and Midwives; Rwanda Allied Health Professions Council, or Rwanda Medical and Dental Council.
  • Experience in training/capacity building on FP and/or ASRH, including for health facility and community health workers (CHWs)
  • At least five (5) years of professional experience implementing FP/ASRH programs
  • Practical knowledge and skills in designing, planning, implementing and monitoring of facility and community-based programs for FP/ASRH
  • Sound understanding of current policy developments and evidence base related to FP/ASRH
  • Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS PowerPoint
  • Strong skills in teamwork and networking
  • Excellent communication skills (written and oral) in English, French and Kinyarwanda.

SUMMARY OF ROLE

 

 

IntraHealth would like to hire competent Maternal and Newborn Health Specialists (MNH Specialists) to be based in several locations one in Kigali; one in Rwamagana; one in Nyanza an done in Rubavu), who will provide technical and program support in maternal and newborn health for the USAID-funded Ingobyi Activity. The maternal and newborn specialists will be responsible for supporting at least 3 districts and will coordinate all maternal and newborn health activities in those districts. The MNH Specialists will report directly to Zonal Coordinators.

 

 

Responsibilities include but not limited to:

 

Planning and integration of maternal and newborn support

 

Work closely with the Ingobyi technical team , professional associations’ mentors, and districts to plan, implement and scale up high impact interventions at facility level including: Basic Emergency Obstetric and Neonatal Care (B-EMONC) including Respectful Maternity Care (RMC), Antenatal Care (ANC), Post Natal Care (PNC) for mothers and newborn, Essential Newborn Care (ENC) including Essential Care for Every Baby (ECEB), Essential Care for Small Babies (ECSB) and Helping Baby Breathe (HBB), Care for small and sick babies including Kangaroo mother care.
Monitor progress of implementation of workplan activities related to maternal and newborn activities and ensure that activities are executed according to plan and any issues are discussed with supervisor in a timely manner.
Work collaboratively with other Ingobyi Activity team members and MOH/RBC to ensure good coordination and efficient programming and management.

 

Implementation and Operations

 

 

Support development of technical documents related to MNH;
Support training of district-based mentors/trainers and health care providers using the Low Dose/High Frequency (LDHF) approach;
Provide supportive supervision of district-based mentors;
Ensure integration of respectful maternity care in maternity services;
Ensure that updated protocols are available and used in maternity and neonatology services;
Support health care provider efforts to implement quality of care for mothers and newborns;
Ensure that health facilities receive support based on their needs;
Assist finance staff to prepare financial forms to advance/reimburse funds for on-going activities;
Assist finance staff to review, process and reconcile payment documentation from trainers, program, and management staff as well as from consultants;
Prepare and avail job-aids and training materials in coordination with the Zonal Coordinator, Senior Maternal/FP Specialist and the Senior Child and Neonatal Specialist and the Procurement Officer; and ensure that materials and supplies reach targeted sites in a timely manner;
Prepare and submit reports on MNH activities in a timely manner;
Assist with organization of technical meetings, trainings, field visits, events and other activities;
Assist with other programmatic and administrative duties as required.

 

Learning and documentation

 

 

Contribute/coordinate with Ingobyi Activity’s MEL team to ensure that the project meets deliverables in accordance with the MEL framework;
Ensure that maternal and newborn related activities are properly documented, and that program data are systematically collected, analyzed, submitted and properly archived as well as shared across the project to inform Ingobyi’s technical reports and to feed into Ingobyi’s learning activities;

Requirements

 

 

A degree in medicine or nursing with a master’s degree in public health or other relevant disciplines;
Valid license issued by Rwanda National Council of Nurses and Midwives; Rwanda Allied Health Professions Council, or Rwanda Medical and Dental Council.
Experience as a trainer in one of the high impact interventions in maternal and newborn health: these may include Basic Emergency Obstetric and Neonatal Care, Helping Mothers Survive, Focused Antenatal Care, Post Natal Care for mothers and newborn, Essential Newborn Care including Essential Care for Every Baby, Essential Care for Small Babies and Helping Baby Breathe 2nd edition, and trained on neonatal protocols;
At least four (4) years of professional experience working in maternal and newborn health programs;
Practical knowledge and skills in designing, planning, implementing and monitoring of facility level programs for promoting safe motherhood and newborn survival;
Sound understanding of current policy developments related to MNH;
Good working knowledge of Microsoft Office programs including MS Excel, MS Word and MS PowerPoint
Strong skills in teamwork and networking;
Excellent communication skills (written and oral) in English, French and Kinyarwanda;
Solid skills in documentation and report writing;
Ability to travel nationally frequently.
