Reporting to the Head, Contributions , the Manager, Coverage Expansion and Social Security Products will be responsible for developing and implementing strategies to increase social security coverage, designing innovative products to meet evolving market needs, and overseeing their implementation. You will analyze market trends, manage product performance, and collaborate with various departments to ensure alignment with policies and operational capabilities.
About RSSB
The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 2.06 trillion Rwf, which is equivalent to over 15% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country’s financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda’s population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities
- Identify gaps in social security coverage and propose policies and procedures intended to expand coverage
- Research and advice senior management on potential strategies of social security coverage expansion Identify potential members of the schemes and sensitize them for adhesion
- Design and manage social security products.
- Put in place sensitization mechanisms for enhanced enrolment of new members
- Follow up whether the sensitized potential members have become active members
- Continuously communicate retirement eligibility and procedures to beneficiaries and the public to create awareness
- Ensure motivation, cohesiveness, and alignment of the organization’s team members under his/her supervision and monitor performance of teams and implement corrective action for poor performance
- Ensure availability of periodical statistics of the injuries
- Implement the strategic and annual business work plans
- Prepare periodical statistics of social security coverage expansion and ensure their availability to senior management
- Establish the strategic and operational plan and budget
- Evaluate performance of staff under his/her supervision for compliance with established policies and objectives of the institution and contribute to attaining objectives
- Execute policies and procedures for coverage expansion and work with appropriate structures to ensure effective execution of policies and practices
- Engage with relevant internal and external stakeholders in the course of work while upholding and promoting RSSB’s mandate and image
- Perform any other duties related to expansion of coverage as may be assigned from time to time
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s Degree in statistics, demography, actuarial studies, Business Management, law, Social sciences, Mass communication, Public Relations, Journalism Marketing, social security financing, public Health, or a relevant field with at least 4 years’ relevant experience, 2 of which should have been in supervisory role
OR
- Bachelor’s Degree in statistics, demography, Business Management, Law, Social Sciences, actuarial studies, Mass communication, Public Relations, Journalism, Marketing, public Health, or a related field with at least 6 years’ relevant experience, 2 of which should have been in supervisory role
Key competencies
Technical Competencies:
- The role holder should have strong knowledge in pension legislation and retirement provision
- The incumbent must posses experience in benefits analysis and planning
- The incumbent sholud have benefit calculation expertise
- The role holder should have cost benefits analysis experience
Behavioral Competencies:
- The incumbent must possess solid experience and knowledge in contract management and risk management
- The incumbent must have solid knowledge of risk management processes and procedures
- The role holder should have sound negotiation and market intelligence skills
Additional Information:
The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
