This role offers a unique opportunity to be at the forefront of a major transformation that will drive strategic initiatives and to work closely with the managers, executive leadership, and regulatory bodies to ensure robust corporate governance principles, transparency, and accountability, whilst ensuring continuity of business operations and maintenance of strategic partnerships.

Reporting to the Head of Internal Audit, this role is responsible for planning, executing, and reporting on corporate audit and related investigation assignments and provide assurance on corporate governance, risk management, internal control and compliance with relevant rules and regulations.

About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 2.06 trillion Rwf , which is equivalent to over 15% of the country’s GDP, RSSB invests in key sectors of the economy and plays a crucial role in growing the country’s financial sector. With approximately 12 million members in the above six schemes, encompassing over 90% of Rwanda’s population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities

  • Coordinate monthly review of the systems and organisation’s risk assessment from a Corporate Audit perspective to mitigate any risks that might arise.
  • Offer advisory services to other user directorates on matters of corporate contracting, process management, policies and procedures and business intelligence.
  • Provide corporate assurance for enough check and balance in each work unit and in executing various processes.
  • Coordinate internal corporate compliance audit for the organisation to ensure its compliance to the legal and statutory requirements of the country.
  • Ensure proper system of documentation of corporate audit work papers/tests for evidence and reference when required.
  • Review detailed corporate audit reports and recommend ways to improve internal controls.
  • Follow up on findings and recommendations agreed during corporate audits to ensure they are implemented in accordance with the audit reports.
  • Prepare periodic corporate rectification reports.
  • Coordinate corporate investigations and special projects where applicable.
  • Provide leadership to the corporate audit team to mentor and grow the staff.
  • Ensure proper utilization of resources and provide assurance on their optimal use.
  • Coordinate the preparation of strategic and business plans, related budgets and ensure their implementation
  • Manage and evaluate staff under his or her Supervision
  • Perform any other duties related to Internal Audit Function as may be assigned from time to time.

Key Qualifications, Experience and Competencies

The successful candidate must have at least:

  • Master’s Degree in Business Administration with specialization in Audit, Accounting, Commerce, Finance, or any other relevant field preferably with 4 years’ experience, 2 of which should have been in a senior managerial role

OR

  • Bachelor’s Degree in Business Administration, Accounting, Commerce, Finance, or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a senior managerial role
  • CPA, ACCA, CIA, CISA or equivalent required

Key competencies

Technical Competencies:

  • The role holder should have strong audit and financial reporting skills
  • The incumbent must have strong accounting and analytical skills
  • Must possess srong knowledge of relevant laws, policies, and regulations
  • Must be familiar with financial modelling and quantitative analysis.

Behavioral Competencies:

  • Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences;
  • Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike;
  • Must be open to change and adapt established methods for new uses within the institution;

Additional Information

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
