Position Summary
Purpose of the Assignment:The Project Site Quantity Surveyor will assist the project management team in management of construction costs as well as in contract administration. He/She will be reporting to the senior cost manager/Senior Project Quantity Surveyor.The site QS will assist in accurately measuring executed works, preparation of the Interim payment certificates, evaluation of contractual claims, cost forecasting and other matters assigned by his/ her superior.

Job location: Bugesera District, Rwanda
Contract Duration: 18 months (Renewable)
Key Responsibilities:
The Project site Quantity Surveying will work under the supervision of a senior Quantity Surveyor/Cost Manager. He/She must be registered under the Rwanda Institute of Quantity Surveyors (RIQS) as a Professional Quantity Surveyor or a Professional Technologist Quantity Surveyor . He/she shall provide support in the following core areas:
- Assist in the establishment and maintaining a financial control system for the project as well as preparation of regular financial progress reports.
- Assist other project consultants and contractor’s team in reviewing and following up the implementation of approved material procurement schedule in connection with the approved work programme for the project.
- Participate in regular site teachnical and project progress meetings.
- Assist in the review of the working documentation such as shop drawings for compliance with related approved budget.
- Assist in the preparation or review of the predicted cash flow for the project.
- Assist in the preparation of proactive cost estimates for the proposed variations to the project in order to allow the client to make informed decisions.
- Assist in the contract administration through making thorough review and evaluation of contractual claims as well as drafting related official correspondances.
- Undertake site measurement of executed works and provide assistance in the preparation of Interim Payment Certificates (IPC) to be signed and issued by the Lead consulting firm/ Principal agent.
- Assist in the preparation of project financial appraisals and forecasting the costs at completion that may be required by the client or Financing institutions.
- Assist in the Preparation of final accounts /Final statement and final payment certificate for the executed construction works.
- Assist in the preparation of the project close-out report
Qualifications and Experience
The ideal candidate should possess the following qualifications:
- Having a degree or a diploma in Quantity Surveying or Building Economics.
- Being a Rwandan by Nationality
- Being a register Professional Quantity Surveyor or a Professional Technologist Quantity Surveyor with a valid Practicing license issued by the Rwanda Institute of Quantity Surveyors (RIQS).
- Having industry experience of at least 3 years especially in the aspect of cost management and contract management.
- Good written and verbal communication skills, with the ability to present data clearly and concisely (Fluent in English).
- Excellent organizational skills and attention to detail, particularly in cost data and reporting.
- Able to work in a multicultural team and collaborate with various stakeholders.
- Strong analytical skills, quantity take off, site measurement including proficiency in Ms Excel.
- Having basic knowledge in architectural and engineering softwares such as AutoCAD, ArchiCAD, Revit as well as Building Information Modeling (BIM) Technology is a plus
- Having working knowledge in Quantity Surveying and project management softwares such as Ms Project, Primavera, Planswift, Cost X, Primus Takeoff, WinQS, QS Plus, PRISM estimating, Vector Snape, STACK Estimating software, QE Pro etc is a plus.
- Having contributed to the development of the Quantity Surveying Profession in Rwanda as an active member of the Rwanda Quantity Surveying Students Association (RQSSA) or Volunteering with the Rwanda Institute of Quantity Surveyors (RIQS) is a plus .
- Having extensive knowledge of FIDIC contracts is a plus.
- High ethical standards with a commitment to transparency and accountability in Professional Quantity Surveying practices.
