Secretary General at RALGA – Rwanda Association of Local Government Authorities: (Deadline 3 June 2024)
JOB VACANCY ANNOUNCEMENT
Rwanda Association of Local Government Authorities (RALGA) wishes to recruit the Secretary General whose responsibilities shall be, among others, to ensure the overall management of the association by providing leadership, direction and oversight to all the technical units; ensure the attainment of the targets of the strategic plans and the desires of the members and submit to the Executive Committee the reports thereof; coordinate implementation of policies and decisions of the statutory bodies of the association; represent the association at the national, regional and international meetings; develop and maintain excellent relationship with the association’s members and partners.
Required qualifications and competencies
- Holding a Masters or Bachelor’s degree in public administration, Finance, Business Administration, law, management or other related field;
- Experience of at least 5 years in working with Local Governments in senior positions or as a member of Local Government organs with successful completion of the term of office;
- Knowledge of Rwanda vision, policy and strategy documents on local governance, decentralization and development in general;
- Experience in working with bilateral and multilateral development partners;
- Excellent written and oral communication skills in English, Kinyarwanda and French;
- Analytical, communication, negotiation, team management and decision making skills;
- Capacity to defend the interest of the organisation, its members and staff.
