1.    About Plan International

 Plan International Rwanda is fully committed to the gender responsive safeguarding of all children and young people from all forms of violence. We take very seriously our responsibility and duty to ensure that we, as an organization, and anyone who represents us does not in any way harm, abuse, or commit any other act of violence against children and young people or place them at risk of the same.

TERMS OF REFERENCE FOR THE PIT LATRINES MAINTENANCE AND LATRINE PITS EMPTING AND DISPOSAL UNDER 10 ECD CENTERS: (8 IN BUGESERA AND 2 IN NYARUGURU DISTRICTS)

 Plan International Rwanda hereby invites registered and reputable cleaning companies for a pit latrine latrine’s maintenance and evacuation. The winning company will have responsibility to repair/manage cleanliness and appropriate sewage disposal and fecal matter from pit latrine at two (2) ECD centres in Nyaruguru and eight (8) in Bugesera districts.

3.    RFP SUBMISSION  AND ACCEPTANCE

Respondents shall prepare responses in compliance with all instruction outlined in the terms of reference. Respondents must provide a cover letter and the requested information and submit to Plan International Rwanda by the stated deadline. Participation in the competition is open on equal conditions to all national companies or enterprises specializing in the above field with a valid trading license.

4.    Rationale for the activity

 In relation to activity of renovation of leaking roofs at ECD centres in the year 2013, Plan international Rwanda constructed 10 ECD centres (8 in Bugesera and 2 in Nyaruguru districts). In order to assure that all children, including girls and children with disabilities, continue to have access to a safe space to learn and develop; considering practical- and policy- changes related to COVID-19. Plan international Rwanda ensures that all children at ECD centres are aware of key health risks related to Covid-19 and adopt individual, household and community hygiene measures wherever they are to reduce the spread of diseases related to poor hygiene practices. After receiving several requests from the beneficiaries especially the ECD committee members and school administration asking Plan to help them for pit latrine’s maintenance and latrine pits empting and disposal, Plan international Rwanda is therefore consulting with cleaning companies to repair/manage cleanliness and appropriate sewage disposal and fecal matter from pit latrines at two ECD centres in Nyaruguru and eight ECD centers in Bugesera districts.

4.1 Response to the maintenance and latrine pits empting and disposal of pit latrines:

During this covid-19 lockdown, plan international Rwanda secured additional funds to support in the maintenance and latrine pits empting and disposal of ECD centres (8 in Bugesera and 2 in Nyaruguru). Making latrine pits empting and disposal and maintenance of these pit latrines will ensure that all children, including girls and children with disabilities, continue to have accessing safe toilets. Once the pit latrines are repaired and evacuated cleanliness and appropriate sewage disposal and fecal matter, the children will use the latrines in appropriate conditions.

5.    General  Objectives of the TOR

 This TOR is developed to guide the maintenance and latrine pits empting and disposal of pit latrines process of 10 ECD centers (2 in Nyaruguru and 8 in Bugesera districts).

5.1    Specific Objectives

i.    To request  for the interested and experienced companies to perform the tasks
ii.    To protect the children by repairing cleanliness and appropriate sewage disposal and fecal matter from pit latrines.

iii.    To reduce the spread of diseases related to poor hygiene practices.

The pit latrines under 10 ECD centres to be evacuated are the following:

6.    Visits to  the site and proposed start of pit latrine’s maintenance and latrine pits empting and disposal work

7.    Qualifications/requirements

• RGB certificate
• VAT certificate
• Two recent good completion certificate in the similar work

8.    Budget and  Logistics facilitation

The concerned local leaders in charge of the centers, Project staff, head teachers, and concerned ECD committee members will monitor/supervise the work.

Note: The service provider is allowed to quote per one lot and quotation for both lots will be an advantage as mentioned in below table.

 Interested companies will submit their offer at Plan International Rwanda reception in a sealed envelope clearly marked “ Maintenance and evacuation of Pit latrines in Bugesera & Nyaruguru Districts not later than 3:00PM on Monday the 29^th March 2021.

Late responses will not be considered. Electronic submissions will not be considered. Partial or incomplete responses will be rejected. Plan International Rwanda reserves the right to reject any or all responses to this RFP and to waive any irregularities, technicalities, or omissions therein. Plan International Rwanda also reserves the right to reject any proposal it deems not to in its best interests.
