Background
In February 2020, USAID/Rwanda launched a new Country Development Cooperation Strategy (CDCS) 2020-2025 with the goal that Rwanda has the strengthened human capital, robust private sector and accountable institutions required to advance self-reliance. The CDCS guides the Mission’s project and activity designs and engagement with the Government of Rwanda (GoR), civil society, private sector, and other partners. USAID/Rwanda’s CDCS goal, objectives, and results are used to orient its development activities and partnerships and support the GoR’s vision 2050, and the medium-term development goals enshrined in Rwanda’s National Strategy for Transformation (NST).
Project Objective
The objective of the CLA Activity is to improve USAID/Rwanda’s performance monitoring, evaluation, collaboration, learning, and adapting processes to ensure the Mission effectively utilizes data in all decision-making processes. The USAID/Rwanda CLA will achieve this through three objectives:
- Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership.
- Learning: Systematic learning, through applied research, monitoring, and evaluation, informs and improves the relevance, quality, and cost- effectiveness of programs and
operations - Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.
Position Summary
The CLA Advisor will serve as the activity’s knowledge management and organizational learning advisor. He/she will work closely with the Chief of Party and Senior MEL Advisor and will be a member of the core advisory team.
Responsibilities
- Develop and champion practices that support knowledge capture and transfer, collaboration, learning, sharing, and adaptive management. These efforts contribute to the activity’s broader efforts to utilize evidence produced from USAID/Rwanda programs to adapt current Mission programming and inform future activity designs.
- Serve in a capacity building role with USAID activity managers, implementing
partners, project staff, and Rwandan firms. - Work collaboratively with these stakeholders to develop high quality products and
processes, while training them to lead future work.
Requirements
- Advanced degree in a relevant field of study such as in development evaluation, economics, statistics, demography, international development, or other social
science fields. At least five years of progressive professional experience with USAID’s program cycle.
OR
- Bachelor’s degree in a relevant field of study such in development evaluation, economics, statistics, demography, international development, or other social science fields. At least seven years of progressive professional experience with USAID’s program cycle.
- Experience designing and managing evaluations.
- Proven ability to gather and analyze data and to prepare concise and well-written reports/presentations for different audiences – technical, management, and other stakeholders.
- Experience in designing systems for cleaning, analyzing, reporting, and archiving data to facilitate evidence-based organizational learning.
- Experience with data visualization tools, techniques, and methods preferred.
- Proficiency in statistical analysis and good knowledge of at least one statistical package (e.g., SPSS, R, Stata, SAS) preferred.
- Demonstrated skill and experience in facilitating groups, meetings, and events (both online and in- person), resulting in collaborative decision-making, agreed upon
action items/priorities, and strong outcomes. - Experience working closely with or directly on USAID, USG, or other similar donor projects; understanding of USAID CLA and development programming
- Excellent English language writing, editing, and oral communication skills.
- Experience working on USAID projects in Eastern and Central Africa preferred.
- Must be a Rwandan citizen.
