Provision of Security Services: (Deadline: 11 February 2021)

1.    Background

CARE is an international nongovernmental organization leading in humanitarian work and fighting global poverty. We seek a world of hope, tolerance, and social justice, where poverty has been overcome and people live in dignity and security. CARE International aims to be a global force and a partner of choice within a worldwide movement dedicated to ending poverty.

CARE Rwanda is intending to secure a professional contractor to provide guard security services for CARE Rwanda residences.

 The contract will be awarded to the bidder that meets all minimum requirements and clearly demonstrates a high degree of experience, ability, and competency in keeping security and repair services.

2.    Role of the security guard

1.    Prevent  intruders or unauthorized person to enter the CARE’ residences

2.    Liaise  with the occupant of the residence to filter visitors

3.    Ensure the security of the premises against robbery, ensure vehicle and outside assets security

4.    Ensure the security of CARE’s residence : 14 hours in residence or depending of CARE’s request.

5.    Switch of/ on generators when needed , verify the level of fuel in generators, and maintain the logbook

6.    Switch on  and off outdoor light

3.    The security company responsibility

1.    Assign disciplined and trained guard to CARE’s residence

2.    Organize the guards shift/schedule by ensuring compliance with the Rwandan labor code

3.    Provide with the guard the needed equipment (uniform, rain coat, radio/telephone, batons, whistle, torches)

4.    Assign to CARE Rwanda a permanent supervisor to ensure 3 visits during the day and night

5.    Undertake day and night patrol

6.    Take disciplinary measures against defaulting guard

7.    Maintain close contact with CARE Rwanda Admin Officer and report any incident

4.    Requirements

The successful bidder should have the following:

• Company Profile
• 3 Certificates of completion of service
• VAT Certificate
• RDB registration certificate
• RRA tax clearance certificate
• RSSB tax clearance certificate
• Rwanda National Police authorization certificate
