Employees and agents of SNV are strictly prohibited from asking for or accepting any money, fee, commission, credit, gift, gratuity, object of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business. Employees and agents engaging in this conduct are subject to termination and will be reported to the Office of the Inspector General. In addition, SNV will inform the Office of the Inspector General of any supplier offers of money, fee, commission, credit, gift, gratuity, object of value, or compensation to obtain business.

Offerors responding to this RFQ must include the following as part of the quotation submission:

• Disclose any close, familial, or financial relationships with SNV or project staff. For example, if an offeror’s cousin is employed by the project, the offeror must state this.
• Disclose any family or financial relationship with other offerors submitting quotations. For example, if the offeror’s father owns a company that is submitting another quotation, the offeror must state this.
• Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.
• Certify that all information in the quotation and all supporting documentation are authentic and accurate.
• Certify understanding and agreement to SNV’ prohibitions against fraud, bribery and kickbacks.

Section 1: Company Description

SNV is a not-for-profit international development organization. Founded in the Netherlands in 1965, SNV has built a long-term, local presence in 30 countries in Asia, Africa and Latin America. Our global team of local and international advisors works with local partners to equip communities, businesses, and organizations with the tools, knowledge, and connections they need to increase their incomes and gain access to basic services, empowering them to break the cycle of poverty, and guide their own development.

Section 2: Objectives of the assignment

SNV Rwanda through its HORTINVEST Project in collaboration with the districts of Muhanga, Karongi, Ngororero, Rutsiro, Nyabihu, and Rubavu have the objective of distributing fruit trees to selected households with the purpose of increasing fruits production and consumption among Rwandan as well as preventing and reducing of stunting. In total 39528 seedlings of high-quality fruit trees will be distributed, and 12842 farmers targeted from the selected model villages.

• This RFQ is divided into 6 lots; interested bidders can submit their offers for one or multiple lots depending on their capacities.
• It is a requirement that all seedlings of fruit trees to be supplied in a specific district must originate from nurseries established in the same district.
• The varieties and number of seedlings to be supplied for each lot are specified in the table below:

Applicants interested in this assignment shall submit a full application, which include the following:

1. Cover Letter, signed by an authorized representative of the applicant and indicating name of applicant, address, phone numbers, and email address, and contact person for any purpose related to this RFQ.
2. Company profile
3. Quotation attached to the cover letter with track records and delivery time
4. Financial offer in Rwandan Francs (Taxes and levies inclusive)
5. RDB Registration certificate at least 2 years of business
6. RRA clearance certificate ( If applicable)
7. RSSB (If applicable)
