Offerors responding to this RFQ must include the following as part of the quotation submission:

  • Disclose any close, familial, or financial relationships with SNV or project staff. For example, if an offeror’s cousin is employed by the project, the offeror must state this.
  • Disclose any family or financial relationship with other offerors submitting quotations. For example, if the offeror’s father owns a company that is submitting another quotation, the offeror must state this.
  • Certify that the prices in the offer have been arrived at independently, without any consultation, communication, or agreement with any other offeror or competitor for the purpose of restricting competition.
  • Certify that all information in the quotation and all supporting documentation are authentic and accurate.
  • Certify understanding and agreement to SNV’ prohibitions against fraud, bribery and kickbacks.

Section 1: Company Description

SNV is a not-for-profit international development organization. Founded in the Netherlands in 1965, SNV has built a long-term, local presence in 30 countries in Asia, Africa and Latin America. Our global team of local and international advisors works with local partners to equip communities, businesses, and organizations with the tools, knowledge, and connections they need to increase their incomes and gain access to basic services, empowering them to break the cycle of poverty, and guide their own development.

Section 2: Instructions to Applicants

When the public is at risk of a health emergency like COVID 19, effective communicating plays a key role in maintaining public trust, transparency and disseminating appropriate messages for prevention and control of COVID 19. SNV Rwanda supports Nyamasheke, Rusizi and Nyamagabe Districts under the Netherlands Government – Ministry of Foreign Affairs WASH First funded project. The project aims to support the Government of Rwanda COVID 19 response efforts and prevent further spread of COVID19 in Rusizi, Nyamagabe, and Nyamasheke Districts through awareness raising and improved access to WASH services. Ttherefore, SNV, invites qualified companies to supply megaphones that will be used by Community Health Workers in Charge of Health Promotion, Hygiene and Sanitation to deliver COVID 19, Access to basic sanitation and handwashing messages during house to house visits.

Section 3: Objectives of the assignment

The main objective of this assignment is to supply 50 rechargeable megaphones with battery cells that will be distributed in Rusizi and Nyamagabe District.

Applicants are responsible for ensuring that their quotations and budgets are received by SNV in accordance with the instructions, terms, and conditions described in this RFQ. Failure to adhere with instructions described in this RFQ may lead to disqualification of an offer from consideration.

This is a request for quotations only. Issuance of this RFQ does not in any way obligate the project to make an award or pay for costs incurred by potential offerors in the preparation and submission of an offer.
